What color is he?? And why does he have curls? My two-year-old boy has a brother from the same litter that has tan and black straight fur! They do not look alike at all.

There are some Shih Tzu that do have some curls in their hair although if you were going to show him, the curls would be a fault.
It is likely that one or both of his parents carried the gene mutation for curly coats on long-haired breeds. The way genetics works is that each puppy in the litter has a 50 - 50 chance of inheriting a trait.
This is assuming that he is purebred Shih Tzu and came from two parents who were also purebred Shih Tzu.
As far as color is concerned, he looks to be a silver and white to me.
But, with that said, it is difficult to see the color of his nose in the photographs.
Blue colored Shih Tzu will have that characteristic blue nose that can be differentiated from the black noses of other Shih Tzu dogs.
